Accessibility statement for Molland Parish
This accessibility statement applies to www.mollandparish.co.uk.
Molland Parish Council wants as many people as possible to be able to use this website. The website is designed to work with browser and device accessibility features, including zoom, text resizing, keyboard navigation and assistive technology.
How accessible this website is
Most of the main website content is presented as HTML and can be resized and reflowed. However, we know that some parts of the website are not fully accessible:
- some photographs and gallery images do not yet have meaningful alternative text;
- some pages have inconsistent heading levels or links with wording such as “here” which may not make their purpose clear out of context;
- the locally customised page template does not yet provide a skip-to-main-content link on every page;
- some secondary-colour components in the current custom theme do not provide sufficient contrast for normal-sized white text;
- some carousel and blog controls in the currently deployed shared website components may not be fully keyboard operable or may move automatically; and
- some PDF and other uploaded documents, including some council documents published after 23 September 2018, are scans or do not contain sufficient document structure for reliable use with screen readers.
Feedback and contact information
If you cannot access part of this website, find an accessibility problem, or need information in a different format, please contact us through the website or email the Parish Clerk at clerk@mollandparish.gov.uk.
You can also contact the Parish Clerk by telephone on 07784 177666. If possible, tell us the page or document you need, the problem you encountered and the format that would work better for you.
We will try to provide the information in a suitable alternative format and will investigate repeatable accessibility problems.
Technical information about this website's accessibility
Molland Parish Council is committed to making its website accessible in accordance with the Public Sector Bodies (Websites and Mobile Applications) (No. 2) Accessibility Regulations 2018.
Compliance status
This website is partially compliant with the Web Content Accessibility Guidelines (WCAG) version 2.2 AA standard, due to the non-compliances and exemptions listed below.
Non-accessible content
Non-compliance with the accessibility regulations
- Images: some home-page, gallery and content images have missing or placeholder alternative text. This does not meet WCAG 2.2 success criterion 1.1.1 (Non-text Content).
- Page structure: some older pages use skipped or inconsistent heading levels. This may not meet WCAG 2.2 success criterion 1.3.1 (Info and Relationships).
- Link purpose: some older content uses non-descriptive link wording such as “here”. This may not meet WCAG 2.2 success criterion 2.4.4 (Link Purpose - In Context).
- Bypass blocks: the current locally customised page template does not yet provide a skip link before repeated navigation. This does not meet WCAG 2.2 success criterion 2.4.1 (Bypass Blocks).
- Colour contrast: some components using the current secondary theme colour with white text do not reach the WCAG AA contrast ratio for normal text. This does not meet WCAG 2.2 success criterion 1.4.3 (Contrast - Minimum).
- Keyboard and moving content: some currently deployed shared carousel and filter controls require improvement for keyboard operation and automatic movement. This may affect WCAG 2.2 success criteria 2.1.1 (Keyboard) and 2.2.2 (Pause, Stop, Hide).
- Documents: some PDFs published after 23 September 2018 are image-based scans or lack sufficient tags and structural information. Depending on the document, this may fail WCAG 2.2 success criteria 1.1.1 and 1.3.1.
Disproportionate burden
We are not currently claiming that fixing any of the issues listed above would be a disproportionate burden.
Content that is not within the scope of the accessibility regulations
PDFs and other office documents published before 23 September 2018 are generally outside the scope of the accessibility regulations unless they are needed for an active administrative process or are otherwise essential to providing our services. We will still try to provide an accessible alternative if you need information from one of these documents.
What we are doing to improve accessibility
Shared website controls are being improved centrally. We are also reviewing the custom colour theme, image descriptions, heading structure and link wording as content is maintained. New documents should be created in an accessible digital format wherever possible. Where a signed or scanned record must also be published, we will aim to retain or provide an accessible source version and can supply an alternative format on request.
Enforcement procedure
The Equality and Human Rights Commission (EHRC) is responsible for enforcing the Public Sector Bodies (Websites and Mobile Applications) (No. 2) Accessibility Regulations 2018.
If you are not satisfied with how we respond to an accessibility complaint, you can contact the Equality Advisory and Support Service (EASS).
Preparation of this accessibility statement
This statement was prepared on 30 September 2026 and was last reviewed on 30 September 2026.
This website was last assessed on 30 September 2026 against the WCAG 2.2 AA standard. The assessment was a self-assessment using a representative sample of live pages, the website's Razor templates and PageSettings configuration, colour-contrast checks, and checks of the structure and extractable text of uploaded PDF documents. It was not a formal third-party certification or an assistive-technology user test.
This statement will be reviewed at least once a year and after substantial changes to the website.
